		<description><![CDATA[The beginnings of the Civil War was NOT over Slavery.  The fight started over
the increased Tariff on Cotton.  The US Congress passed new export/import
Taxes, two days before Lincoln was Inaugralated into office.  The Southern
States rebelled against the Tariff &amp; decided to leave the Union as the only
alternative; they could not grow and sell the Cotton to England, profitably.
The Northern States were broke and mired in a lack of Merchantable Goods
to Export.  The US Treasury was out of funds and could not operate;  a Tax
on Import/export good was the only viable source of revenue to the Treas.]]></description>
